Jurnal Dialog Penanggulangan Bencana https://jdpb.bnpb.go.id/index.php/jurnal <p><strong>Jurnal Dialog Penanggulangan Bencana (p-ISSN: <a href="http://u.lipi.go.id/1291091529" target="_blank" rel="noopener">2087-636X</a>)</strong> is an open access peer-reviewed journal that is published by Center for Data, Information, and Disaster Communication of Indonesia National Disaster Management Authority (Badan Nasional Penanggulangan Bencana - BNPB). Established <a title="since 2010" href="https://jdpb.bnpb.go.id/index.php/jurnal/management/settings/index.php/jurnal/management/settings/index.php/jurnal/issue/view/1">since 2010</a> by former spokesperson of BNPB, Dr Sutopo Purwo Nugroho, the journal provides a platform for researchers, academicians, professionals, and practitioners to contribute for the collection and advancement of knowledge on disaster management. Specifically in Indonesia, where thousands of disaster events occur on a yearly basis; that it provides a first-hand experience opportunities to further contribute for the subject.</p> <p>Journal Dialog Penanggulangan Bencana promote scholarly, theoretical, pragmatic, and contemporary research, making a clear conceptual and methodological contribution to existing international literature. As disaster research by itself is of multi-discipline nature, we welcome submission from accross disciplines. These may include but are not limited to various subjects such as disaster management, disaster risk reduction, preparedness, mitigation, disaster response; as well as post-disaster topics on recovery.</p> <p>Jurnal Dialog Penanggulangan Bencana has a fully <a href="https://jdpb.bnpb.go.id/index.php/jurnal/about/aboutThisPublishingSystem" target="_blank" rel="noopener"> web-based system </a> for the submission and review of manuscripts. Submissions should be prepared in accordance with the <a href="https://jdpb.bnpb.go.id/index.php/jurnal/about/submissions#authorGuidelines" target="_blank" rel="noopener"> Author Guidelines </a> and uploaded via <a href="https://jdpb.bnpb.go.id/index.php/jurnal/submission/wizard" target="_blank" rel="noopener">the submission form.</a> Manuscripts may be returned to authors without a scientific assessment if they do not meet all submission requirements, if they are not in the correct format, or cannot be downloaded reliably.</p> <p>Manuscripts that pass the initial assessment are assigned to a subject expert in our team of Section Editors to oversee the review process. All papers are subject to peer review and authors can expect a decision, or an explanation for the delay, within a month of receipt. If a revision is invited, the corresponding author should submit the revised manuscript within 2 weeks. The final decision is taken by one of the senior editors based on the information gained through the peer review process.</p> Badan Nasional Penanggulangan Bencana en-US Jurnal Dialog Penanggulangan Bencana 2087-636X Renewal of Image and Trust in the Tourism Industry of Mount Rinjani National Park https://jdpb.bnpb.go.id/index.php/jurnal/article/view/194 <p>One of the many destinations for foreign tourists is the island of Lombok, which is located in the province of West Nusa Tenggara. On July 29, 2018, Lombok was hit by an earthquake measuring 6.4 on the Richter Scale which was followed by hundreds of aftershocks up to 7 on the Richter Scale. This earthquake occurred due to an active fault (fault) in the north of Lombok, so that the Mount Rinjani National Park area had a very large impact. The image of a tourism destination significantly influences tourists to visit a destination. The crisis in the context of tourism must be viewed comprehensively from the perspective of the surrounding ecosystem by looking at the various relationships between the components in it. This study uses a qualitative approach using case analysis method. This method will analyze the case using five stages, first framing, labeling, summarizing, synthesizing, and closing. The results show that the reputation of the destination has an influence on every decision of prospective tourists, especially foreign tourists. The flood in 2017 was the worst incident that had ever occurred in Baolan District; it was<br />recorded that the water level (flood) reached 4 meters, 15 houses were badly damaged and lost by the flood currents.<br />This research was conducted in Baolan District from May to August 2021. The tools and materials used in this study<br />were: a laptop, ArcGis 10.4 software, and secondary data (rainfall data, Digital Elevation Model — DEM data, soil type<br />maps, and RBI maps at 1:50,000 scale). The research method used is descriptive quantitative with a spatial approach<br />using saturated sampling rules obtained from the entire population. The purpose of this study was to determine the<br />level and distribution of flood hazard areas in Baolan District. The results of the analysis show that Baolan District has<br />the narrowest (small) level of flood hazard, namely very low class with an area of only 263.261 ha or 0.7% of the total<br />area of Baolan District. Low class with an area of 31460,417 ha or 79.8% and is the class/level of the widest (large)<br />flood hazard. High and very high class respectively have an area of 6713.534 ha or 17.0% and 975.914 ha or 2.2% of<br />the total area of Baolan District. There are still some issues found in policy and mechanism pertaining the post-disaster rehabilitation and reconstruction in Pidie Jaya District, such as the lack of public participation during the planning process, delayed implementation and results that failed to conform with technical requirements. Therefore, this research is conducted to evaluate the implementation of policy and mechanism pertaining the post disaster rehabilitation and reconstruction in Pidie Jaya District. The research is conducted by using mixed method with CIPP (Context, Input, Process, and Product) evaluation model. This research shows that from contextual aspect, Pidie Jaya District has harmonized the principals, targets, and purposes of policy and mechanism pertaining the post disaster rehabilitation and reconstruction based on the current applicable law. From the input aspect, the level of community involvement in the planning stage of the community group pattern <em>(kelompok masyarakat) </em>is quite good, however in contractual pattern the community involvement is seen as lacking. From the process aspect, the community is actively involved in the implementation, both in the community group pattern and the contractual pattern. From the product aspect, both the community group pattern and the contractual pattern are found cases where the housing construction was not in accordance with the predetermined design. In addition, in the community group pattern 96 houses with the category of heavily damaged were not completed on time. Puncu Village located in Disaster Prone Areas (DPA) I and II suffered damage up to 2,195 buildings. The purpose of this study is: (1) Identify building characteristics that influence the physical vulnerability of buildings in Puncu Village and (2) Analyze the level of physical vulnerability of buildings in Puncu Village. The study was conducted by interview method, literature study, field identification and conducting vulnerability modeling in ILWIS 3.3 software through Spatial Multi Criteria Evaluation (SMCE). The variables used are the slope of the roof, roofing material, roof truss, building type, age of the building, orientation of the building and the distance of the building from the center of the eruption. The sample of the building used is consisting of 416 buildings with various types of buildings. The results showed that the dominant building characteristics are roof slope 6<sup>0</sup>-35<sup>0</sup> (61,5%), tile and asbestos roof material (50,2%), wooden roof truss (92,3%), permanent building type (88,5%), building age 0-20 years (46,9%), the orientation of the building is 22.5<sup>0</sup>-67.5<sup>0</sup> (63%) and the distance from the eruption center is 6-10 km (100%). The call center hotline as an effective communication strategy is expected to be able to ease concerns while still encouraging the implementation of health protocols. The Special Region of Yogyakarta (DIY) is one of the provinces that has a fast response in handling the pandemic, marked by the opening of the DIY Pandemic<br />Prevention and Handling Integrated Post (PTPPP) which is equipped with a call center hotline. This study aims to<br />evaluate the application of the PTPPP DIY hotline call center in an effort to increase community preparedness in<br />tackling COVID-19. Data analysis was carried out on 1,610 incoming telephone call documentation from March to<br />December 2020, with three domain categories, namely 1) general health information (21%); 2) procedure for handling COVID-19 in DIY (66%); and 3) hotline call center as government representative (13%). The domain that is most frequently asked by the public is regarding the procedures for handling COVID-19 in DIY. Meanwhile, the most frequently asked subdomain in this domain was about decontamination with a total of 357 callers. Based on this<br />research, it can be concluded that the call center hotline is one of the government’s appropriate efforts to accommodate the information needs of the DIY community regarding COVID-19. The results of this study can be used as a basis in the preparation of extension programs in accordance with the information needs of the community.
