Abstract

Flood is one of potential hazards led to disaster in DKI Jakarta Province. The flood almost occurs every year due to rainfall and water distribution from upper areas such as Bogor and Depok. During Jakarta flood in 2013, 2014, and 2015, emergency response optimized roles of military and civil. Military conducts its roles and functions in disaster as part of Military Operation Besides War or Operasi Militer Selain Perang (OMSP). Civil-military coordination is a mechanism in disaster management in term of accelerating response and minimizing number of victim and damage as well. In 2013, the Governor appointed the Secretary of DKI Jakarta Province as the
Incident Commander and Military High Official of Kasdam Jaya as the Vice Incident Commander. In 2014 and 2015, flood still occured but involvement of the military was not larger than in 2013 and the Governor did not issue a status of emergency response.
