Abstract

Ternate city has a potential for volcanic disasters from Mount Gamalama. The location of Ternate City is a challenge for the government because capital of Ternate is located below the peak of active volcano Gamalama which can erupt at any time and is flanked by oceans on various sides. Previous studies conducted by Syiko et. al. (2013) which tried to plan the disaster mitigation process, it turned out that about 30 additional ferries from the 6 ferries already operating in Ternate were needed to be used for transportation for disaster victims to leave Ternate Island. The idea does not reflect the city of Ternate as a Resilient City. The purpose of this research is to flesh out the idea of evacuation, with Ternate's Opera- tion Dynamo (TOD), namely rescue involving all ships in the maritime sector accompanied by an increase in capacity, especially the maritime sector which is integrated with the principles of Resilient City. In this study, the need for ferries on the idea of evacuation in Syiko et.al's (2013) research is reflected in the latest population data, which is reviewed for its effectiveness. Then described the idea of Ternate's Operation Dynamo (TOD) and made a comparison with previous studies. From the research results, it is known that applying old ideas with the latest population data has resulted in the possibility of adding a larger number of rescue ferry fleets, as well as a longer duration of total rescue. Ternate's Operation Dynamo is an idea where ships from all elements of the maritime sector of the city of Ternate are involved in rescue missions, from the fisheries, tourism, and sea transportation sectors. Ships from all elements of the maritime sector of Ternate city were involved in the rescue mission. This operation rescue process is relatively much faster. The form of government support in increasing the capacity of the maritime sector is needed in implementing this idea in order to establish Ternate City as a Resilient City.
