Abstract

This study aimed to analyze the cultural theory as an alternative paradigm in disaster risk reduction. In this case, the focus of the study of cultural theory lies in the perception of public knowledge about the disaster. Modern rational society will assess disaster is a day-to-day issues that have an adequate knowledge of disaster while traditional societies tend to view disasters as divine punishment and despair when disasters come. Applications of cultural theory have become an important and significant to analyze the risk characteristics of the regime in each country. Each regime has its own risk model of disaster management are different depending on the geography and spatial. The birth of the idea of risk regulatory regime is a manifestation of cultural theory by placing the state as the dominant actor in disaster issues. The consequence is that the state has a different orientation in view of the disaster that spans the hierarchy in disaster risk reduction policies.
