Abstract

The Lombok earthquake has devastated large parts of West Nusa Tenggara. Emergency response efforts after the earthquake in Lombok experienced difficulties because almost all districts/cities were shaken by the earthquake. Earthquake characteristics in Lombok go through three phases, namely the preliminary earthquake (foreshocks), the main earthquake (mainshocks) and the aftershocks. The repetition of this shock has had a massive impact on several districts/ cities in the NTB province. So that the efforts made in handling emergencies require strategies that prioritize cross-sectoral coordination of all government, private, and community institutions.


The purpose of this research is to find out Efectiveness of implementation Perka BNPB No.


3 of 2016 to handling earthquakes in the Province of West Nusa Tenggara in 2018 (Best Practice of Perka BNPB No. 3 of 2016). This research uses qualitative methods using literature study, interviews, and observations. The results of this study are that implementation of the Disaster Management Command System (SKPDB) Perka No. 3 of 2016 has not been implemented properly, this can be seen from the different nomenclature used in the decree on the determination of the status of emergencies, Command Posts and Field Posts at the Regency/City, overlapping tasks and functions of emergency response commands, lack of support from existing Command Posts in the Province towards Regency/City Command Posts.
